Is There a Legitimate Place for Graffiti in New York City?

In my research paper I will talk about graffiti and how they are different from murals which is actually art. Murals contains sceneries of hope, loss of a loved one, political issue, and many other forms of expression, however, graffiti does not. New York City endured hundreds of thousands of dollars in subway and walls clean ups and unfortunate that all that time and effort goes in vain since it is a problem that seems to never end. New York City have a Free NYC program which offers free graffiti removal to commercial stores, and residential buildings in all five boroughs. I will also explain why graffiti is considerated vandalism even though there is people who call it street art.
